If this is a basic mast service that sounds quite low for CT imo.

I know nada about Connecticut prices, but here that is a steal.

For Connecticut this is a great price. Sure this guy is an electrician ? I did not change my entry but replaced a 20 breaker panel with a 32 breaker main panel and added a generator inter lock and power inlet for the genny. That was 1100 and this guys price was 2/3 of the other quotes I got. And that was five years ago.
