Is that all you need to install this roof?

nail down 2 layers of #30, and then stick the sbs cap sheet over that??

No, they are saying the wood deck gets a primer to stick it too.

If you really mean flat when you say flat, I'm pretty sure that stuff requires a minimum of 12:1 slope.

i saw the instructions, but I've seen self-stick cap sheets used in triple layer systems.

and i'm wondering if this material is the same as that used in triple layer roofs.

as the HD product page shows...
why would people even buy this cap sheet together with #30 felt?

Liberty is a decent system but you don't use 30# felt with it. The full 3 part system is a nailbase, mid-ply and cap. No felt needed. You don't absolutely need the mid-ply but the nailbase and cap are pretty much a necessary pair. Cap nail the base and adhere the mid/cap sheets in that order.
