securing NM within 12" of box.

Does a hole count as securing NM within 12" of a metal box... or do I need to add a staple?
TIA

Edit: or another idea... how about zip tying to another wire?

Technically not legal, but may be okay if you tie it near a staple. Depends on inspectors mood.
