I have installed a Sanyo 09KHS71 R410A unit with a 15' lineset, except for the final connection of the flares to the indoor and outdoor unit.

I have contacted a licensed HVAC tech who will come to complete the startup, and when mentioning to him that the "Piping Set Installation Procedure" page that came with the installation instructions says to :

7. Evacuate the refrigerant lines and indoor unit to 500 microns for 24 hours.

He said he never heard of such a thing and as long as the micron reading was low enough it does not matter how long you evacuate for, usually a couple of hours are adequate.

My question is should I trust the guy, or should I find some one who will follow Sanyo's Install procedure?

Yes, from the instructions:
5. Pressure test using nitrogen to
a. 150 PSIG for 5 Minutes, then
b. 300 PSIG for 5 Minutes, then
c. 460 PSIG for:​
i. 1 hour for single split systems
ii. 2 hours for multi split systems 19,000 BTU's to 32,000 BTU's
iii. 4 hours for multi split systems 35,000 to 65, 000
iv. 12 hours or more for multi split systems greater than 65,000 BTU's​

They are talking about holding a vacuume for 24 hrs before charging. Normally most will not watch for 24 hrs due to a additional trip to the home and the additional costs. But if you want to do it correct let the guy know you are willing pay for the additional trip the next day and I am sure he will do it.
