Hi have an issue where rusty water is seeping from the facing of my front porch. The porch is a concrete slab above my cold cellar. The concrete slab is support be metal plating. I have included picture to assistance in resolving this issue.

I was going to patch the concrete, where the rusty water caused it to break down in certain areas. And apply a "Restore" product by Rust-Oleum to clean it up. But am afraid that the issue may still persist.

A friend mentioned that there may be too much condensation build up in the cold cellar, and I should insulate it? Any help in correcting this would be greatly appreciated.

It looks like rebar steel in the concrete to make it stronger. It is never to be within 2 inches of any surface as then air and water will get to it and it will rust. When it rusts it expanse to many times it's size.
So, how to open it up and cut them shorter and repair the concrete That I will leave to others.
