Converting porch area in a manufactured home to a sewing room. Can I just run the romex for an outlet under the joists, or do I have to drill through every joist, keeping the romex in the insulated bay between the joists? Thanx in advance for the help.

You have to drill the joists or install running boards along side of the Romex. If this is exposed to the outdoors, I think you will need type UF cable.

I'd just run THWN in PVC conduit. This way you can run it across the joists and it's water resistant.
