Sounds like in your situation the best suggestion is call a reputable
commercial roofing contractor. Single-ply roofing (TPO, PVC, EPDM), or what you call "white" roofing, is generally not a DIY project. The equipment and experience to do a proper job are beyond a DIY
Rubber can mean a number of things. I hear people calling modified bitumen "rubber" but it is not. Broken touched on numerous flat roofing options. Without knowing much about the exact circumstances, my preferred membrane of choice is TPO or PVC.
True rubber is EPDM. EPDM is most commonly black but a white EPDM is also available. White EPDM costs more than black. Again I prefer tpo or pvc which are also white, but are not rubber. Why do you want a "rubber" roof? Which kind of "rubber" do you want?
