I have some wiring in my basement that runs perpendicular to the floor joists overhead. About 8 runs of Romex NM near the foundation wall.

This wiring is stapled to the bottom of each joist, not running through holes in the joists. I don't believe that there is any risk of damage in this area (always subject to opinion of course).

Is this acceptable according to the NEC? 300.4 is not very explicit on this and I don't know of another area where this is mentioned.

Wiring run in this fashion is supposed to be on running boards. Some type of wood (a 1-by or soemthing similar) is attached to the bottom of the joists, and the wire is attached to the wood. This prevents things like a shop light or clothes hanger from being hung from the wires.
