I'm rewiring my kitchen and installing renovation recessed cans. Do I need to wait to install the cans and only run the wire before the rough inspection or can I connect the cans now?

You can install and wire them before the inspection.

My inspector said to go ahead and install devices (switches, outlets, light fixtures) but wanted them left hanging out loose so he could verify the connections.

Give him what he wants. I wouldn't have a problem with it as long as I can see inside the boxes.
