Is the attached photo a roof drain vent that is coming through the ceiling? The pipe has always been there but with our huge rainstorms is now dripping water down into the room.

Not sure what a "roof drain vent" is. That looks like it is maybe an electrical conduit. Is this a flat roof by chance? I would suspect that this was a conduit for an old TV antenna wire

I'm with Danpik no clue what a "roof drain vent" is. In any case anything with "drain" attached wouldn't terminate in a living space.

is that pipe metal? plastic? somehow, short term you can cap it.
Can you get on the roof? take a picture on the roof where it comes out? If it comes out.
