Unless you are installing 4" recessed you should just install an IC rated fixture. This way the insulation can touch the housing and not create an energy leak. Your area may also require AT (air-tight) housings.

You could also consider frame out and drywall for a "drop" to allow enough space for the light fixure. Case in point, something simliar to a tray ceiling along the wall... Just a thought...
