How would I go about resurfacing this wall?

It is called dynamite or a good front end loader. - The only economical and reasonable solutions.

Resurfacing will only cover the problems for a year or so.

What is a "center block"? are there any other options where you are. For a low wall like that, you could use a segmental retaining wall block that does not require a footing or any mortar. It have an architectural colored split face and not a smooth face. - They are available in most countries and the U.S.

dick, could he mean 'cinder block' or 'concrete block' ? ? ? agree the segmented retaining wall's the best choice.

Cinder block is what I ment, but i'll check out the segmented retaining wall product.
