I Am building a 2 story house in Texas
total sq ft =3000
1st floor is 2000 sq ft
2nd 1000 sq ft
under ceilings do I enter the 2000 sq ft that will be insulated as R-38 only
or do I enter the 1000 sq ft of the 1st floor that is under the top floor
as ceiling 2 with a R-value of 0 ?

Ceiling is the upper ceiling, unless there is a portion of the 1st floor ceiling outside the limits of the 2nd floor as in the case of a one-story portion at first floor level) I would typically make separate entries for the various ceiling (2nd floor and 1st floor). Of course the area of the ceiling is the same as the footprint unless you have vaulted/cathedral ceilings.

Floor is typically the lowest floor, unless there is a portion of the 2nd floor outside the limit of the first floor such as an overhang or cantilever. In that case you can make two entries, one for the 1st floor and one for the 2nd floor.

The floor between the upper and lower levels is within the conditioned space and does not receive an entry.

how does it treat the 20'' space at exterior of the web joist between floors ?
is that to be entered as wall area?
I watched a couple of the video's this morning and they spent more time on the correct way filling out
your name and state than on actual information I could use on specific questions
1. on my masonry walls do I enter the measurement from brick to brick
or from outside of wall stud to wall stud?
who reviews the Rescheck form the city official or does it go to a state agency for review?

how does it treat the 20'' space at exterior of the web joist between floors since 2nd floors do not get full insulation typically (and it is within the conditioned envelope) there is insulation and sealing that occurs at the band joist I'll just figure that into exterior wall area.

or from outside of wall stud to wall stud? I use exterior face of stud to exterior face of stud since that is where the insulation is being installed. if you use rigid insulation board on the exterior face of the stud wall that would go under continuous insulation not cavity.
who reviews the Rescheck form the city official or does it go to a state agency for review? that depends on your area, in mine they are reviewed by the building official. I think the are looking for the green approval box more than anything (at least in my area). Give your building official a call and ask them if they review it or the state.

I will try the 201 . I got my compliance box checked ,so I am happy
]I think the are looking for the green approval box more than anything (at least in my area)
that is a given wherever you live .the more paper work they shuffle ,the longer their job last
IMHO
