It was stylish but poor planning 35 years ago. Apparently it eventually allows moisture to penetrate the morter, then freeze and pop the bricks.
A neighbour had his sills replaced this spring with slabs and it looks great. His brick guy measured and ordered the slabs then did the remove and replace all in the same day. I might use my diamond grinder but I think his guy just chiseled them out and remortered
