When I turn the shower diverter to shower and about 1/3 flow of water still comes out the spout. I have changed the diverter and the seat looks pretty good. Help

Do you know the brand?

You could be missing the rubber gasket that holds a water tight connection from the diverter to the goose neck, or, maybe try a bit more teflon tape. Hope that helps.
