My home was build by Drees and they used plastic beads at the joints (vaulted ceilings 45 degree joint) instead of drywall tape and in places this is coming loose leaving a long horizontal line either at the bottom or top. You can push on this plastic material and it is evident that it is come loose from the drywall.

What is the best way to resecure this beading/joint material and prevent this from happening again in the future?

you should use spray glue, staple it, and use hot mud for atleast the first coat. but if you want to repair it and never have a problem again i agree with drywallfinisher and pull it off and replace it. I would pull it off, do a prefill with hot mud. then i would apply ultra flex 325 and 450 for larger nastier corners.
