First, please note the substrates before responding. This is not ceramic, plastic laminate, or glass. A razor scraper will just dig in.

I have encountered 2 areas that appear to have silicone caulk smeared on them.

One area is latex paint on drywall.

The other is paint (have not tested for latex / oil, but suspect latex) on MDF - trim around a window. I know it is MDF, because I can see it where someone scraped the paint off before caulking. There appears to be only one coat of paint.

Does anyone know how to remove the silicone from these two relative soft surfaces, so I can paint?

since you're painting again, and not recaulking, you could try a SHARP thin-bladed steak knife with a serrated edge and gently 'saw' it flush to paint it.
keep the flat side flush to the wall, (steak knives only sharpened on one side)
bend blade to this angle to make it easier to use.

Thank you for replying, DangerMouse.

I will have to see what I have that resembles what you have described. My cheapo steaknives are hollow ground and sharpened on both sides.

I will let you know about the MDF.

The drywall I applied a rather wet roller when applying a second coat to the rest of the walls, and the next day it was still a continuous film - it is in a relatively protected location, so hopefully will not get bumped off - customer is happy.
