My ceilings are starting to flake and just peel, I scraped what I can but there is still some that just want come off, the house is real old so it seems to be plaster I am working with. I sanded the best I can but there are still jagged edges and cant paint over it, anybody have any suggestions other than taking down the whole ceiling and putting up new sheetrock.

I don't know how old your ceilings are but it could be calcimine. This was a product used years ago to coat ceilings. If you paint latex over it then it will flake off. They make a product called cal coater or oil based primer for that matter can be used. Scrape any loose or peeling flakes then roll on the cal coater or primer. This seals the cacimine. You would then patch areas that peeled, sand patches and spot prime. Now your ready for paint. Again I don't know if this is your problem. And if this cacimine you have another option. You can also strip it completely.
