We have a stucco ceiling on concrete that needs to be removed or covered over because we are taking down a wall. The height from floor to ceiling is 94" now

Problems:
The ceiling seems wavy even with the stucco so removing will likely pronounce this even more
condo was built in 1976
The windows (with moldings) are to the top of the ceiling so there is no room to put up 1/4 drywall - let alone strapping

Any thoughts on what can be done to smooth the ceiling?

Sounds like if it's an interior it may even be plaster, if so plaster is about 1 inch thick so once you remove it you will have enough room to install 5/8 drywall. If the framing is wavy you will need to shim in places while hanging the drywall. Hope this helps!

Have worked on new motel additions where the floor/ceiling between floors is precast concrete so it is possible. The 94" ceiling is odd though for a condo. almost seems like it has to have been furred down and possibly plastered at some point as FullSwing suggests.
