I have a tri level home where the midlevel is being remodeled. I am trying to take on jobs to reduce the cost of it. Since we rebuilt the floor in the room the half stairs going up and going down need to be rebuilt to have the same rise. I was going to reuse the treads and use a paint grade material for the risers. Is this something an average DIY carpenter can do?

I don't see why not. You may not have to redo every step, you know. Simply adjusting the height of a few treads closest to the midlevel may bring the rises within the 3/8 inch requirement.

Can you provide a picture of the location in question?? Also, what is the height between floor levels??
