I have a ceiling fan, where 1 light switch operates the fan another switch operates the light on ceiling fan. My question is can tap into the light wires on ceiling fan to power 4 4inch recessed lights?

Yes. As long as the box is large enough.

The actual volume of a box determines the number of wires, clamps, and devices that are allowed in the box.

The reason for this, is that if you cram too much stuff in there, there will not be enough free air to dissipate heat.

This can cause a thermal runaway in the box and start a fire.

For the same reasons, there are limits on how many individual romexs' can be bundled together, or how many conductors can be in conduit.

If you look carefully at those blue boxes, the number and size of allowed conductors is actually marked right on them.
