My floor was installed with white grout and is looking kinda bad. What I would like to know is, can I regrout over the existing grout without removing it or can I paint over the white grout with a dark color?
You can recolor the grout. I suggest having it cleaned first though. You can do it yourself or have someone else. Many carpet cleaning companies or flooring companies will be able to quickly clean the grout for a reasonable price.

First in re: regrouting, you can't just put more new grout on top of old grout...you'll have to remove 2/3rds of the old grout at least in order for the new grout to stick.
Second, if you change the colour by staining, it is vital that the old be cleaned and etched first again for the new colour to stick. Companies do that sort of stuff, as already reported.
I meant clean the grout with an alkaline cleaner first, then with an acidic cleaner (this will slightly "etch" the grout) to 'open' the grout...besides many sealers come off with acid.
Well, at least that's what we do - since it makes sense.
