Raising chair rail height

Some years ago I saw a room designed with the chair rails at about 48", wallpaper on the bottom and painted on the top. I want to do that now in one of my rooms but I don't know what to do at the windows. There aren't any molding around the windows and I wonder how to finish the edge of the chair rail there. Will I have to put molding around the windows to make it look normal?

Are the windows recessed or flush with the surface of the wall? If they're flush, I think it might look 'unfinished' without molding around the windows. Have any pictures?
