Why can’t you use bags of sakrete with small aggregate? Might have to rod the mix to get it to flow into all the cells, so fill 2 courses at a time and leave it about half way up so the next fill keys in properly.

Agree. Be proactive … call or send an email now, before the last minute, ask if sakrete is acceptable.

Most sakrete is 4,000 psi and higher. I think standard cmu is 2,500.

The note says that is for when the grout space is smaller than 4” in either direction. If you are using common cmu you don’t have that condition.

"Where does it fail that code requirement?" You may, or may not, receive an answer to the second question.

Actually … if the permit office says something doesn't meet code, ask for the code section that backs that up. 99% of inspectors will tell you. You can then know where to start researching, and you might find an exception.
