Question about bus bar in panel

I hooked up a new 240v outlet, and with precaution I turned off the main breaker before touching anything. But seeing all the exposed ground wires going into the bar (and neutrals), it got me wondering, is it safe to touch the bus bar even if the main breaker was on?
