Local code requires the use of primer.

EXCEPTION :

PVC DWV pipe and fittings MAY BE joined without the use of a primer.

EXCEPTION to the EXCEPTION: Be sure to check with your plumbing inspector!
Mine said I HAD to use primer on all of my drain work!
Imagine my anger had I not used primer and had to tear it all apart!!! CHECK FIRST!!!
