Puzzling water temp change

Ok so I have two boilers and two hot water heaters. Our hot water heater is about 20 yrs old and my tenants about 28 years old. Our water was only getting warm with the setting between hot and very hot. My tenants has been set at warm and was always getting extremely hot.

Well I changed my water heater and now my water is very hot with it set at hot but now my tenants water is like warm. Any idea why this happened? Guess I'm gonna move my tenants setting to hot and see what happens. Thanks

1. The cold water inlet dip tube may have fallen off at that moment after whichincoming cold water commingles quickly with the exiting hot water.

2. When the water is suspected of being warm, turn the dial up a little and then turn it back to where it was. If the heater kicks on and then stays on for more than ten minutes then the controller and thermostat assembly needs replacing.
