Hi guys,

in my basement there is an area that never had wall insulation or studs put in, and I have recently decided that it's time to fix this and make the basement warmer!

My problem is that carpet is already laid down in the basement

(the blue foam board in this picture is not yet glued to the concrete wall)

I want to glue the blue foam board (insulation) to the wall, and maybe make some studs out of 1x3's and screw up some drywall.

My question is: Can I just leave the carpet down as it is, and continue to build the "wall" overtop of it?

I would pull the carpet in that area and then put your insulation in and tape it, and then put up a 2x4 stud wall an inch away from the insulation. You can buy new concrete carpet tack strips and put them down and cut the carpet to size.
