WIthout going in to a lot of detail, I want to install a 2nd 40 amp rated box in my home. As I understand it, I can either request a meter base that has double cable capacity on the service side of the meter, or is it possible to "split" it using a buss bar system in a box. I have a feeling the answer will be "no" to the buss bar... or, better yet, does a box exist that has "pass through" capability for the service conductors? I'm an EE, NOT an electrician...:huh:

It would be very hard to fit a #8 AWG onto a lug in a meter base. The studs are about twice as big as the conductor.

You would also need to have the services grouped.

The splitter box you ask about is most likely a trough where conductors are run and could be tapped. Trough is typically just a long square box with a removable cover.
