I have brown wood baseboards that are currently stained...I will sand, prime and paint then white.

Thing is...since its wood do I prime with oil based primer then paint with latex?

Yes, use oil based primer. The stain in the wood as well as the tannins in the wood will bleed right through a latex primer.

I just completed one of my romms in my new home and used latex kilz and then semi gloss trim and had no problems at all.
