In our master bath, we have a bunch of places with, what I have gathered from the pros here, is leached surfacant. It's pretty solid in those areas, not actively leaching.

Just wanted to know what the best way to remove this is to prepare for repainting? Sand it down, try to scrape it, chemical remover? Seems pretty well attached to the surface.

Huesmann, you are spot on, guess I didn't even think to use the good old H2O, 🙃. Im always trying to find the hard way out...

Mark Sr, if not surfacant leaching, what do you think it would be? Inquiring minds want to know

Surfacant leaching [as far as I know] is when coloring comes out of the paint - often due to dark colors and humidity. That looks more like something coming out from behind the paint or dripping down from above. Not sure what it is. A solvent base primer should lock it in if it's coming from behind the existing paint.
