I build a room on to the back of my home which is about 10 feet off the ground. I decked the floor with 3/4 nor board. then went up with the walls and the roof. Needless to say it got wet a few times. I dried it as quickly as possible. There were a few places that kicked up some but they were easily rubbed off. Now I need to level or smooth the floor out to lay vinyl flooring. I might add the room is a florida room and knowing my wife the windows will get left open for rain to get in so I put a 1/4 inch per foot fall on the floor. It is 12 feet wide and 24 feet long. Any suggestions on what to use that will give me a nice smooth floor.

Some pictures of the room would be awesome to be able to see what exactly it is that you need, cause i would say just some durrock subfloor then leveling compound but if its an outdoor structure im not 100% sure. Post some pics.

You have the subfloor now you need to lay the underlaymant.
It needs to be at least 1/4 thick, sanded and underlaymant rated.
DO NOT USE LOUAN!!
Do not use any glue under it, do not have the seams line up with the seams below, do not nail it into the floor joist below.
I use a narrow crown pneumatic staple gun to install mine.
If you use underlaymant nails you have to go back and use filler to fix all the flaws, hammer marks and the seams.
Any flaws will show right through the flooring.
