Sometimes debris gets stuck in the valves, causing blowback and preventing pressure from building.
It's more common if the air breather element is missing or damaged on the pump, but I've had it happen to a large wheelbarrow type compressor as well.
One of the valve springs broke and a piece was stuck in the seat.
