Im building a floor for my shed I started screwing down the exterior ply wood to the frame and it says this side down (smooth side) Does it really matter? Thank you

As far as looks go, yes, but for weather protection, probably not.

I agree, don't worry about it. I personally would put the smooth side up since that is what you'll see and it will also be easy to keep clean than the rough side. But it shouldn't matter for protection purposes.
