I assume you are talking about a tub spout??? If yes, there are spouts that have the connection close to the wall for short stub issues, look for one of those. Often, the tub stub screws into a fitting in the wall, if that is what you have, the old stub can be unscrewed and a new one made up and installed.

A set screw does not hold a faucet on a pipe without having a leak.

The faucet must screw on or be soldered on. A set screw arrangement probably means some kind of fitting or adapter must be screwed or soldered on first. If less than 1/2 inch of pipe protrudes from the wall and that piece does not unscrew from an elbow behind, then you will need to break open the wall where the pipe emerges.
