How can your "plumber" increase the fall of the pipe by 20 percent when both ends are set to predetermined elevations such as finished floor and pipe exit location? He must have put a belly in the line....

Find a licensed plumber, ask him to adjust your toilets flow, fill, and flush rate. Also ask him to pull a toilet and cable the building drain from the toilet flange to the sewer. If that doest help, then cable the sewer to the street or septic tank - if your on a tank it should have been pumped as part of closing. Also have him check the pipe grade from your handyman work....
