I am trying to find anyone who is aware of a company that makes or a company that supplies plexiglass storm windows that fit into existing aluminum frames. I want them to cover the entire window and have the ability to raise the bottom portion for fresh air. These bottom portions would have screens over them.

Triple track aluminum storm windows can be ordered with safety glazing. It is required if they are adjacent to a doorway. Not knowing how your existing frames are configured, could you have the sash reglazed with safety glazing?

I do storm windows in my business. Between two different suppliers in my area I can order from five (5) different manufacturers, but- I have never seen any with pexiglass storm windows. The type you describe would be the single track to us, with only the bottom portion being movable, the top pane of glass would be rigid, both panes of glass would be safety glass, and the bottom half will have a screen. May I ask why you would want plexiglass in a storm window? Thanks, David
