I am moving the chair rail up by 4" (This is a old home and chair rail was at 28", and I am moving to 32" from the floor). So i removed the chair rail, sanded the wall and primed. But I can't get the old paint, surface roughness even after sanding and priming. As you can see in the picture on left the old 'band' is still visible after priming with Bulls eye 123 primer.
Any ideas how to hide this 'band' that bleeds throught the primer? Should I use a alkyd based primer?
