What causes this? Just walking into the room you don't notice it except at certain angles. It appears to be small patches that were painted over. Likely someone was trying to cover one the many nail holes a previous owner put in. Is it just cause of the patch? Or is it more likely that they did not prime before painting over the patch? Or something else? I'd like to avoid this in my work.

Looks like no primer to seal the wall repairs. Sand if needed, prime then paint.

Thanks, that's what my main guess was going to be. They did all sorts of stuff like this. That's why I've been sanding the walls and planning on/starting to prime all the walls.
