New 14/3 wire for clg fan. The red wire is not hooked up. At the clg fan junction box red wire shows power using a non contact voltage tester. Black wire shows power. Neutral and ground no power. Is the red wire getting this stray voltage from the hot black wire? Is this ok? Thanks for your help.

Best to put a pigtail socket and bulb to check for voltage. Some models of non-contact voltage detectors do give false readings.

Connected a receptacle to the red wire and plugged lamp into it and no light. Then tried black wire and it lights. Thanks.

Non-contacts will go off in my bag while I'm walking in from the car and the switch gets pressed accidentally. I don't put much trust in them at all. Before I touch anything, I use a DMM to make sure it's dead.
