Hello:
In residential construction using wood stick framing in Ontario, Canada, when a cable (say, romex 14/2) passes through the top plate in a wall into the attic, should the hole be plugged with foam or otherwise to prevent mice from entering the walls of the house?

Is it okay for the electrician to just leave the hole open? Does the Code cover this issue?

Don't know about Canada, but in New Jersey those holes are suppose to get sealed with a firestopping caulk to prevent the passage of air.

I'm an electrician in Canada.

Into an attic through the upper wooden wall member, there is no code rule that says the hole must be filled. If you want to crawl up there and use some duct seal to fill it all the power to you though :)

If the cable is going outdoors than the hole must be filled as per 12-018 Entry of raceways and cables into buildings which states
Holes in outer walls or roofs of buildings through which raceways or cables pass shall be filled to prevent infiltration of moisture.
