Trying to figure out if white is a ground. From the main panel there is black, red and white. From the ceiling I see a ground exposed wire.

Is the box the place to ground and I would tap the box to add a ground for other outlets?

The main has a 60AMP main breaker with lots of 15 to 20 amp. When I tested it, everything turns off when the 20amp is flipped. HOw do I know if it is 60 or just 20amps? Thanks

I could be seeing this wrong but...
To me it looks like the 20A breaker feeds the panel with the fuses in it.
But in the fuse panel you have 30A and 20A fuses. That's not good.
Splices in the panel also raise concerns.
Looks like somebody thought they knew what they were doing but really didn't.
I would suggest contacting an electrical contractor.
