Painting over old paint

My living room has a dark orange(ish) paint that came with the house whne I bought it. I want to repaint the living room in a latte off white color.
Should I just sand the walls put a thing coat of primer on and go to town? Or paint over the old paint?

Depends.
How old is the paint ( pre 78's may contain lead in it- need to make precautions.
Is it an oil or latex?
What sheen is it?

If it is newer latex and in fair shape, not a semi gloss- just give it a quick sand to knock any "bits " hanging on and paint away.
