from time to time my basement utility room is damp. I believe the dampness is coming up through the concrete. I have painted the floor a few times but the paint peels in spots. I have tried both oil and latex paints.

Is there a paint product that I can apply to seal the floor so that the moisure does not come up through the concrete. A penetrating product may not be effective since the floor has already been painted???

Any suggestions would be appreciated

Nope.

Instead of looking for a "maybe", turn your attention and energy to getting rid of the moisture source if you can. Have you got a sump pump? are rain gutters properly positioned, are you graded away from the house etc etc.

You may not be able to get the water table lowered underneath your house but there are things you can do to lessen the effect.
