I am painting my basement, which is a full level underground. Humidity is about 50%. The pic are from a bedroom on the same level. I am not sure why this is happening.

Could it be bad tape job or bad paint job.

Probably a combination of a bad taping job and the high humidity. Can you reduce the humidity and retape the joints?

Is that a ceiling joint or wall? I agree moisture caused the issue although a poor taping job may also play a part. The fix would be to cut out the loose tape and redo. Most basements benefit from running a dehumidifier.

Ditto to what was said, just re-do the bad sections. That's life.
