Paint over fieldstone

My basement has fieldstone walls and it needs to be repointed in areas. Half the basement already has they grey paint (see pic) which makes that wall much less drafty. Anyone know what it is? If I paint the remaining part of the walls with it do they need to be repointed first? The mortar is crumbly.
