Doing a small remodel of a bathroom, the original finish was stipple on the walls. To get rid of that I first sanded them (probably 3-4 coats of oil base semi gloss), washed with TSP and then skimmed it with texture mud. A light sanding and 1 coat of Behr drywall primer and sealer. When I applied Kelly Moore interior eggshell latex enamel today, it raised a few small blisters in two different places. Is this because of the oil base underneath or insufficient primer, or ??

Could Be...
Insufficient rinse of TSP (can leave a film if not rinsed)
Crappy primer (and that PVA is crap, especially in this tough situation)
Insufficient removal of contamination (bathrooms are the worst, every Glade anti-stink or Hair Spray sprayed leaves a film that is difficult to remove)
Incorrect primer (an oil/alkyd - based primer should be used over an oil paint job, it can then be coated with water-based topcoats)
High humidity (using the shower) before any/all steps can cure
A moisture problem that hasn't been fixed (moisture in the walls/ceiling)

I am not sure what caused your problems but I have had similar problems in kitchens and baths for the reasons Slickshift mentions in the post above. For that reason I started using B.I.N., that hard to work with alcohol based shellac primer. I have not had a problem since. It is not really that hard to work with and I really like that it drys in minutes. Be sure to ventilate well when using B.I.N. as the evaporating alcohol can get to you. I do not think it would solve moisture problem but it seem to cover and stick to about anything. I keep a quart or more of alcohol and a couple hand for quick clean up and soaking brushes.
The BIN didn't do it!! Soon as I applied the 123 primer the blisters reappeared, same as previous. After doing a little more reading at the Zinnser web site, I decided to try some Gardz. Don't know what's in it, but it worked. Let it dry 6 hrs, primed with 123 again and no blisters. Top coated the next day, and no more blisters.:thumbup:

I am curious why you are you priming over primer. I never tried this but I could see where it could cause a problem especially if you are using two different types of primer.
