I accidentally over twisted the wiring inside of my hanging light fixture trying to replace a bulb and it made a noise and then shorted the adjacent ceiling light. It didn't pop a breaker but both lights will still not work. Is this dangerous ?

YES, it certainly IS dangerous. Have the fixture taken down and re-wired.

WHY in the world do folks spin and spin and spin fixtures when cleaning or replacing lamps??? Do they think the wiring inside just spins with the fixture? Is it just me that would assume the wiring is getting twisted?
This is the main reason I super tighten hanging fixture mountings, so it is nearly impossible to do this.
