I’m moving my outside waterline, and what’s the best way to install a new water line to the sill clock so I can drain it in the winter inside the house basement? Will put a new shut off valve, but is there a way to drain the line before winter to the shut off valve? So line is empty so no worry’s about ice buildup. Like put a faucet by the shut off valve so I can drain just that line for winter.

What I would do is install a stop and waste valve at the lowest point in the basement.
Then you can open the outside valve and drain the water out of the pipe by opening a little knurled cap on the side of the valve. Just pay attention to the direction when you install it.
You certainly could install a faucet as well, but the stop and waste will save you a fitting and extra plumbing.

A couple of ways to go; get a freeze-proof faucet. The valve body is buried in the warm side of the wall and if properly installed with a slight slope to let the water to drain, they require no seasonal action other than to disconnect any hose so they don't hold water.





Or stay with a standard faucet and install a shut off with a drain nipple inside the house.





Just make sure it is installed the right way so the drain is on the proper side.
