I bought a new light and post for out side. The post also has an electronic box. We took out the old pole breaking in the process as it was cemented in the ground. Upon snaking the supply wire up the new post we found it to have only two wires (black and white) no ground. Both the electrical outlet(plastic) to be put half way up the pole and the light on top have ground wires. Where do I place the ground wires if the supply wire does not have one?

If the receptacle on the pole is not a GFCI then you'll need GFI protection anyway.

You really don't have anything for the light fixture but you definitely need protection for the outlet. Just install GFCI receptacle for the outlet and put the appropriate label on it indicating that it does not have a ground. That will give you decent protection on that circuit.

Could you put in a grounding rod like the one at your service entrance?
That would do nothing as far as an equipment ground goes. A ground rod serves an entirely different purpose.
